Add Support for IREE Tests - #3

Todo list:

• Add support for compiling IREE compiler and tools
• Maybe just remove TOSA converter stuff and add documentation regarding that
• Use upstream IREE branch instead of fork and apply RV32 and baremetal patches to it
• Fix Verilator tests
  • CVA6
    • Toycar: After the last PR regarding IREE runtime vectorization, it works with no problem.
    • AWW: It gives some errors about vproc_result unit. Have to check trace. [0] %Error: fifo_v3.sv:149: Assertion failed in TOP.vproc_top.v_core.result_if.commit_id_fifo.empty_read: [ASSERT FAILED] [TOP.vproc_top.v_core.result_if.commit_id_fifo.empty_read] empty_read: Trying to pop data although the FIFO is empty.   • CV32e40X: Both Toycar and AWW works after applying Scoreboard logic to vproc_result.sv instead of FIFO logic. Have to find out whats broken with CV40X<->Result FIFOs sync.

Since some vmfbss like toycar (around 6MB) is so big the RAM size should also be increased from linker script.
